Overview

The BDO Zone™ Initiative is a branded certification and regional risk rating program that enables economic development agencies and communities to effectively and credibly disclose feedstock and infrastructure attributes and risks and promote biobased development opportunities to developers and investors around the world.

A BDO Zone™ Rating is a technical, standards-based assessment of regional manufacturing readiness with respect to local development potential for biofuels plants.

BDO Zone™ Ratings send clear and powerful signals to biobased developers and investors worldwide that a specific region is “bio-manufacturing ready”. Ratings enable economic developers to credibly signal and promote key local bio-manufacturing “success characteristics” to biobased developers and investors around the world.

‘AAA’, ‘AA’, ‘A’ and ‘BBB’ BDO Zone™ Ratings put an internationally recognized, credible “bulls-eye” on the best areas to build and operate biofuels manufacturing plants. They attract new manufacturing plants to the places where they are most likely to succeed– and create jobs.

The challenge we’re addressing

Thousands of communities throughout North America have tremendous surpluses of biomass — and many want to leverage those biomass assets to attract new biofuels projects, drive new economic development, and create jobs. However, a key barrier makes it difficult to unlock the value of regional biomass assets: local communities have no means to quantify and “signal” regional feedstock and infrastructure risk to project developers in a transparent, credible and efficient manner.

The unfortunate result is that many high-potential communities are effectively “lost” to economic development: the local economic benefit—investments in new plants, new machinery and new jobs– fail to materialize, and the ability to benefit from the trillion-dollar biofuels sector is significantly reduced.

BDO Zone™ Ratings solve this problem by enabling high-potential “biomass-rich” communities to be “found” by developers and investors around the world.

By doing so, BDO Zone™ Ratings enable communities to unlock their biomass and infrastructure assets and leverage them as powerful engines for economic development.

Our goal

The goal of the BDO Zone™ Initiative is to enable local biomass-rich regions to gain attention at the international level to attract new biofuels manufacturing plants and catalyze investment, especially in rural communities.

We will do this by creating a network of 1000 investment-grade Zones in the next 4 years and connecting them to biofuels developers and investors worldwide.

The impact

Total economic impact potential of BDO Zone™ Ratings in the U.S. is estimated at 160,500 direct, indirect, and induced jobs and over $16B annually in direct and indirect economic benefits.

Total economic impact potential of BDO Zone™ Ratings in Canada is estimated at 16,060 direct, indirect, and induced jobs and over $1.48B annually in direct and indirect economic benefits.

Every new plant moves the needle: a single large-scale advanced biofuel manufacturing plant means, on average, 321 jobs and more than $29,000,000 annually to the local economy.

September 2016

USDOE BETO funds Standards for Biomass Supply Chain Risk

The US Department of Energy’s (USDOE) Bioenergy Technologies Office (BETO) funds Idaho National Laboratories (inl.gov) and Ecostrat to carry out development of Standards for Biomass Supply Chain Risk: a systematic, standardized method for assessing supply chain risk for the elimination of needless economic “drag” of inflated project capital costs on biomass projects.

December 2016

Ecostrat and Idaho National Lab begin developing the BSCR Standards

Advisory Board forms.  150-member Industry Stakeholder Group of project operators, feedstock suppliers, rating bodies, investment community representatives, and academics begins to form. 6 Biomass Categories proposed; Evaluative Framework Risk Categories developed. Consultation period with Industry Stakeholder Group begins.

NRCan/CFS support Canadian BSCR Standards

Natural Resources Canada / Canadian Forest Service supports development of Canadian version of BSCR Standards by Ecostrat. FPInnovations and National Lab CanmetENERGY contribute Guidance information and risk data.

July 2019

Risk Ratings Review Committee formed

Biomass Supply Chain Risk Ratings Review Committee formed of 40 leaders from capital markets. Total value of deployable capital to the bio-sector by members of the Risk Ratings Review Committee is >$50B.

SCC funds development of National BSCR Standards by the CSA

Standards Council of Canada, a crown corporation and member body to ISO and IEC, funds transformation of Ecostrat’s industry BSCR Standard into a National Standard of Canada (NSC).  ASTM accreditation in the US is proposed for FY24.

Official launch of BDO Zone Initiative

BDO Zone Initiative announced at Biofuels Digest’s Advanced Bioeconomy Leadership Conference in response to economic devastation created by the Covid-19 pandemic.

June 2020

Bioeconomy Recovery Task Force formed

The Bioeconomy Recovery Task Force forms, which brings together a diverse and independent group of finance, policy, and sustainability leaders to ensure the country’s economic response to the COVID crisis harnesses U.S. biomass assets to support recovery jobs, infrastructure, and clean economic growth.

Invest in Canada agrees to promote Canadian BDO Zones

Invest in Canada agrees to promote Canadian BDO Zone designations to their International Trade Commissioners to help drive biobased investment throughout Canada.

Scaling Up conference announces first BDO Zone rating

The Melville, SK BDO Zone announced at Scaling Up 2020: Canada’s 5th annual industrial bioeconomy business conference. Jordan Solomon chairs a panel discussion on BDO Zones that includes insights from former Cabinet Minister Ralph Goodale, Ron McCullough from the City of Melville, Martin Pudlas from Red Leaf Pulp, and John May from HamiltonClark.

APAS Letter of Endorsement

The Agriculture Producers Association of Saskatchewan (APAS) provides their support for the BDO Zone Initiative to help businesses increase their innovation capacity, decrease the risk of bringing their innovations to market, and attract new innovative bio-marketplaces to rural Saskatchewan.

City of Melville, SK BDO Zone rating

The city of Melville, SK designated first BDO Zone in North America and rated ‘A’ for over 300,000 tonnes of wheat straw.

April 2021

The BSCR Standards Published by CSA Group

Developed with Standards Council of Canada, the BSCR Standards becomes an Official Canadian Standard published by CSA Group. “The Standard provides requirements, recommendations, and guidance for understanding the potential risks to biomass supply chains” (CSA W209:21).

On August 17, 2021, Ecostrat hosted the first ever BDO Zone Summit: a two-hour event featuring the USDA, Goldman Sachs, and Citibank highlighting key issues that various industry representatives are facing in the bioeconomy and how BDO Zone Ratings can offer key solutions.

The city of Siloam Springs, Arkansas becomes the second BDO Zone rating in North American and the first ‘A’ rating for poultry litter in the U.S.

Arlington, Oregon BDO Zone designation begins

Standards Council of Canada publishes National Workshop Agreement of BDO Zones Ratings

In January 2023, Ecostrat hosted a series of virtual workshops with bio-based project developers, community members and economic developers, and capital markets. Feedback from the workshops has since been incorporated into a National Workshop Agreement to address technical requirements designed to improve quantification of regional biomass supply chain and infrastructure risk, and address regional development potential of new biofuel, renewable chemical, biogas, or bioproduct manufacturing plants.
